Oversize Permit Management Tools Compared: What Each One Actually Does

Search for the best permit management tool for oversize loads and you get a list that mixes very different products. Some help a carrier order permits. Some are the systems states use to issue them. Some keep documents in the cab, and some help a driver follow or read a permit that has already been issued.

Those are separate jobs, and no single product on this page does all of them. This guide sorts the named tools by the job each one does, using only what each publisher says on its own public pages. Where a price or feature is not published, we say so instead of guessing.

This guide is published by JaloPermit, which appears in it. It summarizes linked public documentation as of October 2026. It is not a hands-on test, a ranking or an endorsement, and features and prices can change, so confirm details with each vendor.

Five jobs behind one search

Before comparing products, name the job you need done:

  • Ordering permits. A permit service orders permits on your behalf, or carrier-side software helps your own office prepare, order and track them.
  • Issuing permits. State agencies run permitting and routing systems that review applications, analyze routes and issue the permit.
  • Following the issued route. Some agency routes can be loaded into a driver app for in-cab guidance.
  • Storing documents. Permit book and compliance tools keep permits and other credentials current and available to drivers.
  • Reading the issued permit. A reading aid turns the permit PDF into something easier to review before the move.

A carrier may use one tool from each group. The mistake to avoid is buying a tool for one job and expecting it to cover another.

Ordering and tracking permits: carrier-side software

Oversize.io. Oversize.io's permit system page describes a request form that fleet managers, drivers or office staff can use to request permits, tracking of every order whether you order permits yourself or outsource them to a permit company, and delivery of issued permits by email or fax, one at a time or in bulk. An optional mobile app gives drivers their permits and status. The same page states plainly that it is a system for your office and that Oversize.io does not process permits.

Its heavy haul page adds quoting tools: a permit and escort cost calculator for the states and provinces along a route, a maximum axle weight calculator, and lane history with past costs and notes. Pricing is not listed on the pages we reviewed.

ProMiles PermitManager. ProMiles describes PermitManager as a platform for carriers and permit services to order oversize/overweight and trip and fuel permits from all states and provinces, along with some local jurisdictions. Its listed features include filling multiple state systems from a single application, a national route map with vertical clearances, restrictions and bridge or road weight postings, a quote tool that totals permit fees and pilot cars, a driver app with audible turn-by-turn routing based on the route entered in its map, and a route survey app. Pricing is not listed on the page.

A permit service is a different arrangement: a company orders permits for you for a fee. Fees and coverage vary by provider, so ask each one directly. Oversize.io says its system can track orders placed through a permit company alongside your own.

State permitting and routing systems

These products are built around the agency side of permitting: reviewing applications, analyzing routes and issuing permits. Carriers typically interact with them through a state's online permit portal.

Bentley SUPERLOAD. Bentley's SUPERLOAD page describes oversize/overweight permitting and routing software that automates application processing, route selection and permit issuance, validates routes against the specific vehicle's size and weight, runs live-load bridge analysis, and manages road restrictions and closures. Bentley says it is used by approximately one-third of U.S. state DOTs. Bentley's FAQ says it is designed for agencies and carriers. Licensing is handled by contacting Bentley; no price is listed.

AASHTOWare PermitRoute. In 2024, AASHTOWare announced an alliance with ProMiles under which ProMiles' oversize/overweight permitting and routing solution for agencies was rebranded as AASHTOWare PermitRoute. AASHTOWare describes it as a cloud-based system for the permitting and routing needs of state and local transportation agencies. Pricing is not listed.

What this means for a carrier: the state's system decides the route and conditions printed on your permit. Any carrier-side tool works around that result; it does not replace it.

Following the issued route in the cab

ProMiles Permit Route Guidance. ProMiles' Permit Route Guidance page describes a free app that gives in-cab visual and voice guidance for state-issued permits from supporting states. The driver scans the barcode on the permit or enters the permit number, and the app retrieves the route from the state's system. The page says the app has no routing capabilities and no oversize/overweight restriction information of its own, works only with single-trip routed permits at this time, and must retrieve the route each time it starts.

State support is listed on that page and has changed over time, so confirm with the issuing office that your permit is supported. Our ProMiles Permit Route Guidance review covers what to check before relying on it.

Permit books and document storage

Digital Permit Book. Digital Permit Book's fleet page describes compliance software that tracks driver files, vehicle permits, registrations, IFTA, insurance and inspection records, sends alerts 30, 15 and 7 days before a document expires, and gives drivers a one-tap inspection view that works offline. It lists ELD sync with Samsara, Motive, Geotab, Isaac and Platform Science. Its pricing page lists an Owner-Operator plan at $20 a month for one driver and a Fleet plan at $50 a month including 10 drivers, plus $5 per additional driver.

Where JaloPermit fits, and where it does not

JaloPermit is a reading aid for permits that are already issued. You drop an oversize or overweight permit PDF into the permit decoder on the JaloPermit homepage, and it builds a route card that can surface escorts, curfews, weigh stations, truck stops and low-bridge alerts for review.

It does not order, file or issue permits, plan candidate routes, or store a fleet's documents. It is not a substitute for the permit: the issued permit always wins. Compare the card with the original PDF, including any dashed or unresolved sections, before you rely on it. Supplementary bridge and roadside data is incomplete, so a missing alert is not clearance. Coverage is the 48 contiguous states.

Guests get three free decodes a day with no account and no card. Logged-in users get 10 free decodes a day. After those free decodes, each one is $3.50. There is no subscription.

How to choose

  • Your office orders permits for many moves: trial a carrier-side ordering tool, or compare it with the cost of a permit service.
  • Drivers lose track of current documents: a permit book or compliance tool solves that; it will not explain a route.
  • Your state supports route-following: confirm your permit type is supported before relying on the app.
  • A permit is already issued and someone needs to review it fast: a reading aid such as JaloPermit fits that step, alongside the original PDF.

Carriers typically interact with these systems through a state's online permit portal.
