What moves in Virginia without a permit
Legal limits are the dimensions and gross weight a vehicle may run at without an oversize or overweight permit. Virginia publishes its length limit as semitrailer, so compare it against that measurement on your permit, not the overall rig.
Where the permit and escort tiers start
| Dimension | Legal without permit | Permit tier starts | First escort on non-interstate | First escort on interstate |
|---|---|---|---|---|
| Width | 8'6" | 8'7" | 12'1" · Front + Rear | 12'1" · Rear escort |
| Height | 13'6" | 13'7" | 14'5" · Front + High pole | 14'5" · Front + High pole |
| Length | 53'0"semitrailer | 53'1" | 90'1" · Rear escort | 120'1" · Rear escort |

"Permit tier starts" is the lowest size in the Atlas ladder that needs a permit. "First escort" is the lowest size that adds a private or police escort on that road class; the full ladder with each tier's rule and source is below.
Virginia escort ladder, tier by tier
Open a tier to read the rule behind it, quoted with its source. Amber tiers add a police escort or a superload review; grey tiers are permit-only with conditions.
On non-interstate
Escorts begin at 12'1" wide
Width
Permit required8'7" – 12'
Permit required; no width-triggered escort above 8'6" up to 12'0" — 24VAC20-82-130 A.1 starts noninterstate width escorts above 12 feet. Off-centered loads still trigger escorts on any route: A.7 requires one front escort when an off-centered load exceeds 3'6" on the passenger side, A.8 one front and one rear when it exceeds 5'0".
Front + Rear12'1" – 14'
24VAC20-82-130 A.1: "One front and one rear escort is required on noninterstate routes when the permitted load exceeds 12 feet in width." DMV 109's Virginia Escort Guidelines print the noninterstate row as 12'1" – 14'0", 2 (1 front, 1 rear). Route-specific additions exist and are printed on the permit (form MP 227).
Front + Rear14'1" – 16'
24VAC20-82-130 A.3: "Two front and one rear escorts are required on noninterstate routes when the permitted load exceeds 14 feet in width." DMV 109 prints the noninterstate row as 14'1" – 16'0", 3 (2 front, 1 rear). Count is 3 — TWO front plus one rear; the schema cannot express two vehicles in one position.
Front + Rear16'1" – 18'
24VAC20-82-130 A.5: "Two front and two rear escorts are required on noninterstate routes when the permitted load exceeds 16 feet in width." DMV 109 prints the noninterstate row as 16'1" – 18'0", 4 (2 front, 2 rear).
Front + Rear18'1"+
Over 18'0" wide is handled case by case — 24VAC20-82-130 A.15: "Permit loads that exceed 18 feet wide or 200 feet long will be handled on a case-by-case basis"; DMV 109: "Any load exceeding 18'0" wide and/or 200'0" long will be escorted on a case-by-case basis." Escorts are NOT waived: A.5 is unbounded, so 2 front + 2 rear is the floor shown here and DMV may require more. 18 feet is also a superload parameter (24VAC20-82-60 B); a required detailed travel plan must include "Written authorization from local law-enforcement personnel agreeing to escort the overdimensional configuration through their jurisdiction" (B 9).
Height
Permit required13'7" – 14'5"
Permit required. No height-triggered escort at or below 14'5"; 24VAC20-82-130 A.9 sets the height-pole trigger above 14 feet 5 inches, and it applies identically on all routes.
Front + High pole14'5" – 16'
24VAC20-82-130 A.9: "One front escort equipped with a height pole, adjusted three inches above the load height, is required on all routes when the permitted load exceeds 14 feet five inches in height." A.9 is not road-class split, so this matches the interstate row. 24VAC20-82-120 C: the pole "shall be extended at least three inches above the specified height of the vehicle configuration being escorted." Floor lowered from the shipped 14'6" to just above 14'5" to match the rule. Utility-clearance coordination is carried from the shipped ladder and is unverified below 16 feet.
Front + High pole16' – 17'
Above 16'0" the load exceeds a Virginia superload parameter — 24VAC20-82-60 B: "Movements that exceed any of the following parameters: 18 feet in width, 250,000 pounds in weight, 200 feet in length, or 16 feet in height may be required to submit a detailed travel plan." The A.9 front escort with height pole still applies; a required plan must also include written authorization from local law-enforcement personnel agreeing to escort the configuration (B 9) and from utility, cable and telephone companies agreeing to lift overhead wires (B 10).
Front + High pole + Police17'1"+
One front escort with a height pole set 3 in above the load (24VAC20-82-130 A.9). Permit services report a police escort for loads over 17 ft from 11/25/2024 ("loads exceeding 17'0" tall are required to have a police escort in addition to any required civilian escort(s)"); no DMV publication states it, so the police escort is kept as the stricter reading - check the permit. Over 16 ft a detailed travel plan with a local law-enforcement escort agreement may be required (24VAC20-82-60 B).
Length
Permit required53'1" – 90'
Permit required. No length-triggered escort on noninterstate routes at or below 90'0" — 24VAC20-82-130 A.10 starts the noninterstate rear escort above 90 feet. Overhang still triggers escorts on all routes: A.13 requires one front escort when the front overhang exceeds 10 feet (measured from the bumper); A.14 requires one rear escort when the rear overhang exceeds 15 feet. The 53'1" permit floor is carried from the shipped ladder and is not independently verified.
Rear escort90'1" – 150'
24VAC20-82-130 A.10: "One rear escort is required on noninterstate routes when the permitted load exceeds 90 feet in length." DMV 109 prints two noninterstate rows across this range — 90'1" – 120'0", 1 rear and 120'1" – 150'0", 1 rear — with the same count, so they are merged here.
Front + Rear150'1" – 200'
24VAC20-82-130 A.12: "One front and one rear escort is required on all routes when the permitted load exceeds 150 feet in length." DMV 109 prints the band as 150'1" – 200'0", 2 (1 front, 1 rear).
Front + Rear200'+
Over 200'0" long is handled case by case — 24VAC20-82-130 A.15 and DMV 109 ("will be escorted on a case-by-case basis"). Escorts are NOT waived: A.12 is unbounded, so 1 front + 1 rear is the floor and DMV may require more. 200 feet is also a superload parameter (24VAC20-82-60 B); a required detailed travel plan must include written authorization from local law-enforcement personnel agreeing to escort the configuration (B 9).
Weight
Permit required80,001 lbs – 200,000 lbs
Permit required. Virginia publishes no weight-triggered escort threshold: the complete escort rule, 24VAC20-82-130 A, keys escorts only to width, off-centered load, height, length and overhang. Escorts can still be imposed — 24VAC20-82-130 B: "Escort requirements are subject to change with individual consideration of weight, width, length, height, geographical location, or route of travel as determined by DMV," and DMV 109 adds that "law enforcement escorts may be required on a case-by-case basis."
Permit required200,001 lbs – 250,000 lbs
No escort is set by weight alone: Virginia's escort rule keys escorts to width, off-center load, height, length and overhang only. DMV may change escort requirements after considering weight, and law-enforcement escorts may be required case by case; any escort required is printed on the permit. Source: 24VAC20-82-130 (eff. 3/1/2023); DMV 109 Virginia Escort Guidelines.
Permit required250,001 lbs+
No escort is set by weight alone: Virginia's escort rule keys escorts to width, off-center load, height, length and overhang only. Over 250,000 lb the move is a superload: VDOT may require a detailed travel plan, which includes written agreement from local law enforcement to escort the load, and permits issue only after a VDOT engineering analysis; any escort required is printed on the permit. Source: 24VAC20-82-130; 24VAC20-82-60 A, B.
On interstate
Escorts begin at 12'1" wide
Width
Permit required8'7" – 12'
Permit required; no width-triggered escort above 8'6" up to 12'0" — 24VAC20-82-130 A.2 starts interstate width escorts above 12 feet. Off-centered loads still trigger escorts on any route: A.7 requires one front escort when an off-centered load exceeds 3'6" on the passenger side, A.8 one front and one rear when it exceeds 5'0".
Rear escort12'1" – 14'
24VAC20-82-130 A.2: "One rear escort is required on interstate routes when the permitted load exceeds 12 feet in width." The count comes from the administrative code: DMV 109's Virginia Escort Guidelines chart prints the range 12'1" – 14'0" in its Interstate column but leaves that column's count cells blank. All escorts must be certified Virginia escort vehicle drivers.
Front + Rear14'1" – 16'
24VAC20-82-130 A.4: "One front and one rear escort is required on interstate routes when the permitted load exceeds 14 feet in width." The count comes from the administrative code; DMV 109 prints the range 14'1" – 16'0" in its Interstate column with the count cell blank.
Front + Rear16'1" – 18'
24VAC20-82-130 A.6: "One front and two rear escorts are required on interstate routes when the permitted load exceeds 16 feet in width." Count is 3 — one front plus TWO rear; the schema cannot express two vehicles in one position, so positions list front and rear.
Front + Rear18'1"+
Over 18'0" wide is handled case by case — 24VAC20-82-130 A.15: "Permit loads that exceed 18 feet wide or 200 feet long will be handled on a case-by-case basis"; DMV 109: "Any load exceeding 18'0" wide and/or 200'0" long will be escorted on a case-by-case basis." Escorts are NOT waived: A.6 is unbounded, so 1 front + 2 rear is the floor shown here and DMV may require more.
No height-triggered escort at or below 14'5"; 24VAC20-82-130 A.9 sets the height-pole trigger above 14 feet 5 inches, on all routes.
Front + High pole14'5" – 16'
24VAC20-82-130 A.9: "One front escort equipped with a height pole, adjusted three inches above the load height, is required on all routes when the permitted load exceeds 14 feet five inches in height." 24VAC20-82-120 C: the pole "shall be extended at least three inches above the specified height of the vehicle configuration being escorted." Floor lowered from the shipped 14'6" to just above 14'5" to match the rule.
Length
Permit required53'1" – 120'
Permit required. No length-triggered escort on interstate routes at or below 120'0" — 24VAC20-82-130 A.11 starts the interstate rear escort above 120 feet.
Rear escort120'1" – 150'
24VAC20-82-130 A.11: "One rear escort is required on interstate routes when the permitted load exceeds 120 feet in length." The count comes from the administrative code. DMV 109's chart prints 120'1" – 150'0" in its Interstate column with the count cell blank; the "1 rear" printed on that row belongs to the Non-Interstate column.
Front + Rear150'1" – 200'
24VAC20-82-130 A.12: "One front and one rear escort is required on all routes when the permitted load exceeds 150 feet in length." A.12 is not road-class split, so this matches the noninterstate row. DMV 109 prints 150'1" – 200'0", 2 (1 front, 1 rear) in its Non-Interstate column; its Interstate column repeats the range label with the count cell blank.

Escorts can still be imposed — 24VAC20-82-130 B: "Escort requirements are subject to change with individual consideration of weight, width, length, height, geographical location, or route of travel as determined by DMV," and DMV 109 adds that "law enforcement escorts may be required on a case-by-case basis."
Permit required200,001 lbs – 250,000 lbs
No escort is set by weight alone: Virginia's escort rule keys escorts to width, off-center load, height, length and overhang only. When a permitted load can move
- Standard hours
Sunrise to sunset for permitted loads. Some superload configurations may be required to move during the hours of darkness. DMV may further restrict days and times of travel when it deems that necessary for the safety of the traveling public.
- Night travel
Not allowed as a matter of course; normal travel is sunrise to sunset. Movement during darkness happens only when DMV authorizes or requires it on the permit, which it may do for some superload configurations. There is no blanket overweight-only exception.
- Weekend travel
No blanket Saturday or Sunday restriction; sunrise-to-sunset applies every day. Holidays are the exception: permits are void from noon the preceding weekday through the holiday, or from noon Friday for a Monday holiday. City/town MP 227 limits still apply.
- Holiday restrictions
No travel on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day or Christmas Day. Permits are invalid from noon the preceding weekday through the holiday; if the holiday falls on a Monday, from noon Friday through Monday.
- Urban restrictions
No permitted travel in city/town limits 7-9 a.m. and 4-6 p.m., except overweight-only or overlength-only rigs not over 85 ft incl. rear overhang. Interstates exempt except named routes in N. Virginia, Richmond-Petersburg, Roanoke, Tidewater: over-width/over-length banned Mon-Fri.
Signage Virginia expects
- Oversize load sign
Escort vehicles must display a Wide Load, Oversize Load or Overweight Load sign: black 8-inch letters, 1-1/4 inch brush strokes, yellow banner, mounted on front and rear bumper or roof if readable. The hauling unit's banner is required per permit.
- Flags
Red or orange fluorescent flags at least 18 inches square at the extremities of an overwidth load and at the end of any overhang. A commercial load projecting over 4 inches at the sides or 4 feet at the rear must be flagged; two rear flags if the projection is over 2 feet wide.
- Beacons
Amber flashing lights visible 500 feet are required on any permitted vehicle when the vehicle or load is over 12 feet wide or over 75 feet long, mounted on top of the towing unit and on the upper rear of the load. Not required if escorts run roof-mounted amber lights.
