Do not flatten a conditional requirement
The TxDMV Motor Carrier Handbook gives a concrete example: for many load and permit types, width exceeding 14 feet through 16 feet requires a front escort on a two-lane highway and a rear escort on a divided highway. The same handbook identifies special treatment for some load types and combined dimensions.
